The presence of the European Commission in Rwanda started in the mid-1960s and was formalised in 1991 with the signature of an “accord de siège” with the Rwandan
Government.
EBCR was awarded a 3-year EU grant awarded by the Delegation of the European Union to Rwanda in May 2022. The grant aims to improve the business climate in Rwanda and support European-linked entrepreneurs in the country
Objectives: The EU grant intends to achieve two main objectives: supporting the private sector, youth, and entrepreneurs in Rwanda by providing access to opportunities, investments, and markets through European connections, and secondly, improving the overall business climate in the country by strengthening the capacity and sustainability of the EBCR.

Rwanda has a well-articulated policy framework to guide its developmental aspirations.
